How would this work? Who would be able to do it? Would this be in specific worlds? Why is this necessary?

In vanilla, bedrock is broken using an arrangement of pistons and tnt. Maybe [HERO] or one of the other ranks could use a command to break it? I'm planning to use it for nether roof travel / farms (if its enabled), and a sacrificial pit in my base.
