Water is neither wet or dry, it is an illusion of making you feel wet, but it itself is neither.

Water is basically useless, drink it filtered through coffee beans to help add important nutrients. 

Well on the simple scale water can be both at the same time, it is wet enough that in the cold it freezes and becomes a snow.

On the more complicated side, every single thing in the universe is made up of matter, matter is a substance that is big and small, wet and dry, loud and quiet. It forms atoms which can make stuff wet but themselves are not. For something to be considered wet it must make other stuff wet before itself can become wet.
